What happened

At a State Council Information Office press conference on September 3, Gao Zhidan, head of China's General Administration of Sport, said the country will aim for about 4 square meters of per capita sports venue area and about 40% of people exercising regularly by 2030. He also said the total scale of the sports industry is expected to exceed 7 trillion yuan.

Officials discussed policy documents released in July, including the 15th Five-Year Plan for Building a Sports Powerhouse and the National Fitness Plan (2026-2030). Chen Xingnian, head of the mass sports department, said the new fitness cycle will emphasize precision, coverage, smart services, integration and standardization, and that more than 5,000 small sports parks, compact fitness centers and multi-functional sports grounds will be built or upgraded to ease the difficulty of finding places to exercise.

The conference also covered competitive sports and the sports economy. Gao said China will aim for both strong performance and good conduct at the Aichi-Nagoya Asian Games opening September 19. Officials outlined plans to open up team formation, event hosting and participation to more diverse groups, improve event approval processes and ticket access, and deepen a governance campaign launched this year across 10 sports-related areas.

Why it matters

The numeric targets signal that China is treating sports access as a core public service, rather than just an elite competition matter. A concrete per-capita floor for sports space gives localities a measurable goal and points to infrastructure investment as a lasting priority.

The simultaneous push on sports industry scale and event quality shows an economic dimension: sports are meant to become a bigger driver of consumption. Opening competitive sports to more participants could also broaden the talent pool for future international events.

Youth-focused measures, including integrated physical and mental health programs and reserve talent development across 'three major ball' sports, link mass fitness with future elite success—a link the authorities are trying to systematize.
