What happened
Inner Mongolia Bank has called a temporary shareholder meeting for early September to vote on appointing Niu Guanrong and Zhao Gang as executive directors and removing Hong Shaoping from the board. The bank's announcement indicates Niu has already taken on the roles of party secretary and chairman (nominee), while Zhao has become deputy party secretary, president and director (nominee). Niu previously served as president of Mengshang Bank, and Zhao was vice president of Inner Mongolia Rural Commercial Bank.
The meeting will also review a change in registered capital. The bank has moved to cut registered capital to 4.575 billion yuan through a simple capital reduction, then use special bond funds converted into equity to add 5.5 billion yuan of core tier-1 capital, lifting registered capital to 10.075 billion yuan. Regulators approved the plan by the end of 2025, but the bank has not yet completed the registration change.
The leadership vote follows a turbulent period. Hong, who had been chairman, saw his seat as a deputy to the regional people's congress recalled at the end of July. Earlier, Guo Dayong left the chairmanship in June 2025 for health reasons after less than a year in the post, and Hong took over, with his appointment qualification approved this March.
