What happened
The National Financial Regulatory Administration's Ningxia bureau approved a plan for Yellow River Rural Commercial Bank to increase its registered capital, change its shareholding structure, and open sub-branches, according to the latest regulatory filing.
The bank's registered capital will rise from 1.85 billion yuan to about 3.145 billion yuan, an increase of roughly 1.295 billion yuan. Ningxia Huimin Investment & Financing Company, wholly owned by the autonomous region's finance department, will acquire 169 million shares and end up holding 404 million shares, or a 21.84% stake, making it a significant shareholder.
On the same day, regulators approved the dissolution of 19 county-level rural commercial banks, including Zhongwei, Zhongning, and Haiyuan institutions. Their assets, liabilities, business, staff, and rights and obligations will be taken over by Yellow River Rural Commercial Bank, and the county banks must stop operations and return licenses within 15 working days.
